Messages From Your Townhome Board

Before we get to business, I'd like to wish everyone a Happy Halloween, Happy Thanksgiving and all the best of the upcoming holiday season.

Hello to everyone!
Today is October 27th, and as we know winter is around the corner! We've had a bit of a reprieve as of late with mild fall weather, warm days and cloudless skies. That said, we all know what's coming. and we would like to let you all know how things have been going, and what might be ahead.
October 24th Meeting

We held our fall meeting on October 24th, and had a nice turnout of residents, in fact the most we've seen in quite a while. The minutes of that meeting are posted below and you can read about the discussions that we had. We went over (and approved) the 2025 budget which includes a $20.00 per month raise in the homeowners association (HOA) fee. We did not undertake this raise lightly, but intend to put the $20.00 away in a side fund to use in the likely event that we will need to begin replacing our streets and curbs at a point (as yet undecided) in the future.

Your board hopes that the increase will not be onerous on any of our residents, but the increase is needed and will be used as stated above for the future use of taking care of our streets. Regarding streets, we all have to remember that the internal streets in our community belong to us not to the village or the state and as such, we are required under due diligence to see that we maintain the streets, now and into the future.

We will be having another meeting in December where we will choosing the makeup of the board. This meeting will be held after the management company mails out information sheets, proxy forms and ballots.
​Painting
The community wide painting project was completed late this summer and if you have any areas such as doors or sidelights that were not completed, please submit a work order and corrections will be made. ​​
I am forced again to point out problems with people haphazardly putting trash out for pickup. Cans without covers. Cardboard (in this amazon age) placed on the ground and subsequently being blown around the community. In addition, there have been instances of construction debris being put out for pickup. As I'm sure all have noticed, our refuse is picked up by a lone person in the truck. He will not go around picking up garbage that is strewn about the property. We have asked over and over for people to be more responsible. PLEASE take a moment to secure any items put out for pickup.

PLEASE NOTE THE SECTION ON THIS PAGE REGARDING HOLIDAY GARBAGE PICKUP
Please be aware that the guest parking spots cannot be used as additional resident parking. The townhome rules state that a vehicle cannot be parked in guest parking for more than three days in 30 day period. This is especially important as winter approaches as the snow plow contractor will use these parking areas to stack the snow. While the board does not want to resort to such measures, a warning will be placed on the vehicle and if not moved, the vehicle CAN BE TOWED.
On the home page of this site, you will find a link to Neighborhood Documents. When opened, you will see Maintenance. There you will see a document titled BROOKSIDE GLEN TOWNHOMES PHASES 3,4 AND 5 MAINTENENCE RESPONSIBILITY CHART. As the title suggests that document delineates the responsibilities of the board and the homeowner as to repairs and upkeep of the homes and property within our community. Owners are reminded that any architectural changes must be approved by the board. These changes include, but are not limited to windows and decks as well as any proposed changes which will change the outside look of a residence.
The document clearly shows which repairs are the responsibility of the homeowner and which are the responsibility of the board. YOU MUST (by way of a work order) notify Nemanich Management of any proposed changes. The notice must be accompanied by a schematic or drawing of the proposed changes. A responsible contractor will be aware of this provision and should provide you with the needed documentation. Once received by Nemanich, the information will be forwarded to your board for approval or disapproval. Your board will work with you to see that any proposed changes are made within the rules.
Please note that there will not be payment made for any board responsible repairs or architectural changes after the fact. Prior approval is necessary and if changes are made which are not in keeping with the townhome covenants, the responsibility to correct unauthorized changes will fall to the homeowner.

Insurance
​
Please ensure that you have the correct insurance . You are required to carry both building and liability insurance. The Association does not insure your structure. Please take the time to ensure that your investment is properly protected.

Pets
​
Pet owners are asked to remember to pick up waste, and that when dogs are out they are to be on a leash. Even the most well behaved dogs can be startled or can startle a passer-by. In addition owners should be aware that tethering a dog is permitted only when the owner is outside with the dog. We have observed dogs tethered outside of homes. If a dog is tethered the dog cannot be left unattended. someone from the home is required to be outside watching the dog so no other residents, delivery drivers or passersby are bothered by the dog.

Garbage/Refuse.

HOLIDAY GARBAGE PICKUP SCHEDULE
On the following holidays garbage pickup will be delayed by one day (Thursday pickup instead of Wednesday) and on those holidays the cans should be placed near the curb on WEDNESDAY evening. Please be aware of these days so that refuse is not sitting out for two or more days.

New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day
Garbage containers and items to be discarded should be placed by the curb the evening before pickup. Putting things out early in the day (especially on windy days or during inclement weather) can lead to things blowing around the community. The board and the individual homeowners work hard to keep the community beautiful by maintaining the landscape and planting flowers. We can all play a part in keeping our community beautiful.

In addition, after garbage pickup, garbage cans must be moved away from the curb and put away. Garbage cans CANNOT be left outside between pickups.

October 24th Meeting Minutes

October 23, 2024

Open Meeting
Vice President Marty Gainer called the meeting to order at 6:29 p.m.
Roll Call was taken. All Board members were present, and a quorum was declared. Rob Littleworth attended representing the management company.
The minutes of the last meeting on April 24, 2024, were approved by raised hands with no questions by Board members.
Financial Secretary Laura Miroballi read the Financial Report. At the end of September, assets, including CD holdings and cash reserves, totaled $881,579.77.
This year there have been many large expenses. The painting of all units is complete. There have been many driveways replaced due to age and disrepair, including sealcoating, totaling $50,675. In addition, our development has had major expenses for foundation repairs, in good part due to drain tile issues. The purpose of the drain tiles is to divert rainwater away from the foundation into the grassy areas. In some cases, the drain tiles become clogged, and the water backs up towards the foundation. A number of drain tiles have been removed and replaced and the Board is working in a proactive way with drain companies to address any future problems.
Sprinkler heads also have been replaced as needed. Several large trees were taken down. Many dead bushes were removed and replaced. The entryway into the subdivision, including the islands on Bantry, was completely updated with new landscaping and lighting. All these upgrades, repairs and corrective measures were ratified and approved unanimously by the Board by a show of hands.
The budget for 2025 includes a $20.00 increase. This increase is to be earmarked for street and curb replacements that will be necessary in the next few years. Marty Gainer made a motion to approve the Budget and the motion was seconded seconded by Barb Horvath. This motion was also unanimously approved by a show of hands.
During open discussion, converting mulch to stone conversations took place. Each year mulch and pest control are large line items in the budget and could be lessened using stone. Alternatives and options were discussed but no motions made. Someone suggested that the use of bobcats for snow removal could be addressed to ease the wear on the streets and driveways. Rob Littleworth gave a short introduction about the new management website for 2025 enabling better communication and work order tracking. This will take place in the spring.
Marty Gainer made a motion to adjourn the meeting and President Mike Zayed seconded. The motion was approved by a show of hands.
The meeting was adjourned at 7:40 p.m.
